Elmira New York Online Driver Education and Elmira New York Licensing Procedures
So you've taken your first step towards becoming a new driver in Elmira New York? Congratulations!
As you probably already know, driving is a valuable skill, but can also be extremely dangerous. Therefore, to help new teen drivers develop safe driving habits during their first few years behind the wheel, the State of Elmira New York has implemented a graduated driver license program for Elmira New York drivers who are under the age of 18.
We’ve summarized a few things you’ll need to know as you begin the process of becoming a licensed driver in Elmira New York.
Elmira New York Instruction Permit (aka--Learners Permit)
You can apply for a Elmira New York instruction permit when you turn 16. When you go down to the driver's license office, please take the following items:
- Valid forms of ID (for a list of acceptable ID's, please visit the Elmira New York DMV website)
- Instruction Permit Application (available on the DMV website), which must be signed by your parents/guardians
- Money for the license fee
At the driver's license office, you will need to first pass a vision screening test, and then pass a written test before being issued an instruction permit.
With an instruction permit, the following restrictions apply:
- Whenever you drive, you must be accompanied by a licensed adult driver who's at least 21 years old who actively supervises your driving from the front passenger seat.
- All passengers (including you) must wear seatbelts.
Elmira New York Provisional License
To apply for a provisional license, you must meet the following requirements:
- Have held an instructional permit for at least 6 months and kept a clean driving record during that time
- Completed at least 50 hours of supervised driving practice (15 of which must be at night). Keep a log of your driving practice.
- Complete a state-approved drivers education course
When you're ready to try to get your provisional license, call your local driver's license office and make an appointment to take your road test. When you go to your appointment, take the same ID forms and paperwork you took the last time you went along with your instruction permit and money for the license fee.
To get a provisional license, you will have to pass a road test.
With a provisional license, some restrictions will still apply:
- Whenever you drive, you must be accompanied by a licensed adult driver who's at least 21 years old who actively supervises your driving from the front passenger seat.
- All passengers (including you) must wear seatbelts.
- In Elmira New York City, you may not drive on any street within a park
- You may not drive across any bridge or in any tunnel that's under the jurisdiction of the Triborough Bridge & Tunnel Authority
- You may not drive on the Cross Country, Hutchinson River, Saw Mill River, or Taconic State parkways in Westchester County
After 12 months, if you have kept a clean driving record, you may apply for full driver's license if you pass the road test. With a full license, the above restrictions are removed.
Elmira New York Auto Insurance & Financial Responsibility Laws
The State of Elmira New York requires that you maintain a certain amount of liability coverage on any vehicle you drive. The minimum required coverage is as follows:
- $25,000--personal injury (1 person)
- $50,000--personal injury (2 or more persons)
- $50,000--death (1 person)
- $100,000--death (2 or more persons)
- $10,000--property damage
Driving while uninsured is a crime! If you drive without the required insurance coverage, you will face having your license suspended, plus a hefty fine.
Elmira New York Drunk Driving Laws
Drinking while under the influence of alcohol is strictly prohibited in Elmira New York, and the law is strictly enforced.
Upon your FIRST Elmira New York DUI conviction, you will face the following penalties:
- 1 year in Jail
- 6-month (minimum) license suspension
- Fine ranging from $500 to $1,000
- Mandatory surcharge
- Mandatory alcohol screening and/or evaluation
Further DUI convictions will result in even more severe penalties, including extended jail time, community service, and the revocation of your driver's license.
Elmira New York Cell Phone & Text-Messaging Laws
Currently, Elmira New York law prohibits teen-aged drivers from using cell phones while they are driving unless they are hands-free. Violation of this law will go on your driving record.
